I purchased an app on the iTunes App Store, do I have to buy again for Android?

Apple iTunes and Android have no link whatsoever. Android is a completely different operating system compared to Apple and so softwares developed on each platform done developed from scratch, no matter how alike they are visually (which of course is the ultimate goal so people are met with a consistent UI when they switch phones).

You will unfortunately have to purchase the app again if already purchased on one store, just like you had to buy the phone separately when you switched.
