I have lost iQuran Pro, if I tap Buy Now again on iTunes, will I get charged again?
No you won't. If you've purchased any software from the App Store once, you can keep buying it again by tapping "Buy Now" to simply re-download it for free. Provided obviously that you use the same login/password you used when purchasing it initially.

iTunes remembers that you've already purchased it and does not charge you again.
